The “D48 Bělotín–Rybí Interchange, Phase II” construction project will rebuild a nearly four-kilometer, safety-deficient section of the I/48 road near Nový Jičín into a full-fledged motorway. This modernization of an important international corridor will significantly improve traffic safety and flow in the region.

Traffic significance

The D48 motorway is part of the further development of Pan-European Corridor VI within the TEN (Trans-European Network) system. In the future, it will replace the existing I/48 road, which is a significant connection, especially for long-distance transport to Poland via the Chotěbuz border crossing. However, alongside the international aspects of building transport networks as part of the Trans-European network, the reasons for developing this transport infrastructure are also domestic.

The existing I/48 road (Bělotín–Frýdek-Místek–Český Těšín–state border with Poland) is included in the selected road network, along which the European route E462 is routed. At the same time, it forms an important high-capacity link between the industrial areas in the foothills of the Beskydy Mountains, particularly the towns of Nový Jičín, Příbor, Kopřivnice, Frýdek-Místek, Český Těšín, and the Třinec region.

However, the technical condition and width parameters of the existing I/48 road are no longer sufficient for these traffic demands. This also applies to the Bělotín–Rychaltice section (34 km long), where between 1970 and 1987 the I/48 road was built on a new alignment or reconstructed as a four-lane road without a central median and without hard shoulders for emergency stopping. This resulted in a series of tragic accidents. The situation on the Nový Jičín–Rychaltice section was addressed between 2002 and 2003 by installing wire rope barriers between the opposing traffic lanes. While this contributed to a reduction in the accident rate in that given section, as a permanent solution, it does not meet today’s requirements for the width layout of an expressway.

Location and description

The construction project “D48 Bělotín–Rybí Interchange, Phase II” is one of the projects on the Bělotín–Český Těšín route that are being prepared (or are currently under construction) with the aim of unifying the width layout of the entire route to motorway parameters, thereby achieving maximum safety on this heavily used road.

The “D48 Bělotín–Rybí Interchange, Phase II” project involves the reconstruction of the existing two-lane undivided road of category S 15/100 (currently used as a four-lane road without meeting the standard category requirements) without paved shoulders, into a four-lane divided road in category D 25.5/120 with hard shoulders and a physical separation of opposing traffic lanes by a central median. The reconstruction of the I/48 road in the section in question anticipates the maximum utilization of the existing earthworks and bridge structures.

The relevant section, with a total length of 3,815 m, begins at km 18.104 behind the bridge viaduct over the railway line and the I/57 road in the built-up area between Šenov and Nový Jičín. Past the interchange (Nový Jičín-West Interchange) with the I/57 road, the route continues along the edge of the Nový Jičín industrial area on the right, while on the left there are agricultural areas and an allotment garden colony.

Past Nový Jičín, between km 20.4 and 21.2, the route passes through the Roveň forest, after which it affects the edge of the allotment garden colony on the left. The construction ends at km 21.919 past the existing at-grade intersection with the II/482 road (which will be permanently removed as part of the project) and before the viaduct near Libhošť, where the section will connect to the already completed “D48 Rybí – Rychaltice Interchange” project (opened to traffic in December 2020).

The alignment of the construction is based on the overall concept for the D48 route: Bělotín (connecting to the D47) – Palačov (connecting to the D35) – Český Těšín – state border.

The D48 motorway will be connected to the rest of the road network exclusively by grade-separated interchanges, which are placed on roads of significant traffic importance. Within this project, two interchanges are designed: the Nový Jičín-West Interchange and the Nový Jičín-East Interchange, which enable connection to the existing road network.

During the preparation phase, the “D48 MÚK Bělotín – Rybí” construction project is being monitored according to two defined sections: the first section covers km 18.1–20.3 and the second section covers km 20.3–21.9. This division serves exclusively for preparation purposes and does not affect the realization of the construction as a whole.

EIA: The validity of the Binding Statement on the Environmental Impact Assessment (EIA) for the “D48 MÚK Bělotín – Rybí” project, originally issued on April 18, 2018, was extended by the Ministry of the Environment (Department of Public Administration V) via a Binding Statement dated March 11, 2025. The statement is newly valid until April 18, 2030.

Zoning Decision:

  • The part of the project between km 20.3–21.9 was issued a Zoning Decision on February 4, 2009, which came into legal force on August 12, 2009.
  • For the part of the project between km 18.1–20.3, the Zoning Decision was issued on October 4, 2022, and came into legal force on November 4, 2022.

Building Permit:

  • The km 20.3–21.9 section has had a Building Permit since 2019 (issued on February 28, 2019, and legally effective from April 2, 2019).
  • For the km 18.1–20.3 section, DESÚ (Transport and Energy Construction Authority) issued a project permit on April 16, 2025, and it became legally effective on May 20, 2025.
  • In September 2025, two additional construction objects were being addressed; their permits were issued in October 2025.

Tender Procedure: The final version of the Detailed Design Documentation (PDPS) was completed in August 2025. The tender for the construction contractor was announced on October 16, 2025. The initial deadline for submitting bids was set for December 19, 2025. However, due to additional inquiries from bidders, the deadline was extended, and by early November 2025, the new deadline was set for December 29, 2025.

Additional Information: In September 2025, a contract was announced for site preparation prior to the start of construction. The site preparation includes the felling of mature forest and non-forest vegetation.
